Institute of Presidency in Russia

The post of President was introduced in Russia in 1991. The President of the Russian Federation is the head of state, the guarantor of the Constitution of the Russian Federation, of the rights and freedoms of man and citizen, as well as the Supreme Commander-in-Chief of the Armed Forces of the Russian Federation.

The collection includes legislative acts, studies, manuals, video records, texts of speeches and other materials related to the activities of the President of the Russian Federation and the agencies ensuring his work.

Within the sections, materials are presented in direct chronology, allowing to trace the historical stages of development of the institution of presidency in our country.

The collections of the Library of the Administrative Directorate of the President of the Russian Federation, the Archive of the President of the Russian Federation, the Website of the President of the Russian Federation, the Center for Information Technologies and Systems of Executive Authorities, the Federal Security Service of the Russian Federation and other sources have been used preparing the collection. 

  • Legislative Acts

    Legislative acts related to the history of the formation and development of the institution of presidency in Russia and the activities of the President are available.

    The first section contains documents fixing the main provisions of the institution of the head of state: the establishment of the post of President in the Russian Federation, the procedure for elections and taking office, official symbols of presidential power, guarantees for the President who has ceased to perform his official duties.

    The second section contains documents that spotlight the status and powers of the President of the Russian Federation as the guarantor of the Constitution, of the rights and freedoms of citizens of the Russian Federation, his participation in the legislative process and the organization of presidential control, in international treaties, as well as in the field of national security and defence of the country.

    The third section presents materials on government bodies that support the activities of the President of the Russian Federation: the Security Council of the Russian Federation, the Presidential Executive Office, the State Council, Plenipotentiary Representatives and advisory bodies under the President of the Russian Federation.

  • Research, educational and practical aids, statistical materials

    The section includes dissertations, abstracts of theses, monographs, collections of scientific articles, training and practical aids. The full text of most of the materials of the section is available in the electronic reading room of the Presidential Library.

  • Presidents of the Russian Federation

    The section is dedicated to three Presidents of Russia: Boris Nikolaevich Yeltsin, Dmitry Anatolyevich Medvedev and Vladimir Vladimirovich Putin. Among the documents are the texts of the Presidents' speeches, video records of their inauguration as Presidents of the Russian Federation, verbatim reports, abstracts of dissertations of a wide range of specialists studying the institution of the presidency, photo and video materials. The main attention is paid to the current President of Russia Vladimir Putin. There are publications dedicated to his life and career, texts of the President’s Messages to the Federal Assembly for 2000–2023, individual speeches, as well as materials from the 2018 election campaign.

  • Inaugural celebrations

    The inauguration ceremonies are illustrated with photographs of the inauguration and congratulations addressed to the first President of the Russian Federation Boris Yeltsin in 1991, video records of the ceremonial inauguration of Dmitry Medvedev and Vladimir Putin.

  • Statements of the President of the Russian Federation

    The section features the Messages of the President of the Russian Federation to the Federal Assembly from 2000 to 2023 and meetings on the results of their implementation, as well as texts, transcripts and video records of individual speeches of the Presidents of Russia.
