The Presidential Library’s video lecture to spotlight the constitutional right to health care

On January 25, 2024 at 11:00 Moscow time the Presidential Library as part of the video lecture Knowledge of Russia will host a lecture on the constitutional right of everyone to health care and medical care.

It will continue the series of lectures related to the theme of the Presidential Library’s collections “Man, his rights and freedoms - the highest constitutional value”.

Vadim Vasilievich Mamonov, Doctor of Law, Professor, Head of the Department of State Law at Pushkin Leningrad State University will join the video lecture.

Caring for the preservation and strengthening of the health of citizens is one of the fundamental constitutional responsibilities of the state. At the lecture, everyone's right to health care and medical care will be examined in the system of constitutional rights and freedoms. Definitions of the concepts “health”, “public health”, “health protection”, “medical care”, “healthy lifestyle”, “traditional medicine” will be given.

The author of the lecture will analyze the legal regulation of medical care, name the rights of the patient, types of medical care and forms of its provision. Vadim Mamonov will talk about the legal regulation of free medical care in state and municipal healthcare institutions, as well as federal programs for protecting and promoting public health. The lecturer will pay attention to the development of physical culture and sports and ensuring the sanitary and epidemiological well-being of the population.

The video lecture is free. The meeting will be broadcast on the Presidential Library’s portal in the Live Broadcasts section in accordance with the program of live broadcasts as well as on the institution’s Rutube-channel, on the social networks VKontakte and Odnoklassniki.

Entrance to the Presidential Library is carried out only by prior registration and upon showing a passport: for media representatives - through entrance № 2, participants and guests of the event - through entrance № 1.
