IT and Authority: Ministry of Communications and Mass Media of Russia announces launch of “Gospriklad” platform

Inspired by the App Store, the Minister of Communications and Mass Media of Russia, Igor Shchegolev, in his speech at the “TechCrunch in Moscow” conference announced the launch of the “Gospriklad” app. platform. The launch of the new platform intended for the govt. sector is planned for the next year. Independent software vendors thus will have a chance to unveil their developments aimed to meet govt. goals. Igor Shchegolev also highlighted that such a vast country as Russia needed cloud technologies to efficiently organize the work of e-govt.

The Minister also touched upon the problem of struggle against piracy. He believes that instead of toughening punishments for pirates, rightholders had better think of new financial models. He is convinced that this is an only way to struggle piracy, as “in conditions of modern technological development it is impossible to make use of all countermeasures, which had been used several years ago”. Igor Shchegolev came up with a proposal to team up with business circles and the public to work out the best model which would meet interests of both users and right holders.
