16 January 2014

Russia under the chairmanship of the G8 intends to develop the principles of the Charter of open data in ensuring public access to information about the processes in the economic sphere, research, as well as information related to the safety of life. This was reported in an interview "on the margins" of the Gaidar Forum (held in Moscow on January 16, 2014) by a member of the government commission on coordination of Open Government Ekaterina Shapochka.

She noted that the principle of disclosure "includes the processes, structures, principles". "So we would like to develop our themes improving openness in government – this is, above all, questions of public procurement, investment. These are processes, which by subject of their openness, in my opinion, may give the greatest effect", - she said.

Also among the initiatives put forward by Russia – is a deepening of the degree of openness of research results.

According to E. Shapochka, the attention should be paid, in addition, to the development of "associated data". "For example, they can be used at the level of interagency cooperation for improving delivery of public services to citizens, as well as provide great analytical capabilities", - she said.

The Charter of open data - a document signed in June 2013 on the initiative of the UK "Big Eight". It provides for public disclosure the government data in the Internet and provides guidance as to the form in which should be the disclosure.
