The Presidential Library builds and promotes its resources in partnership with the regions

15 September 2017

The staff employees of the Presidential Library participated in a round table with colleagues from the Urals Federal District via video conferencing mode. The key theme of the meeting was a discussion of the issues of interdepartmental interaction in the process of creating and promoting the resources of the Presidential Library.

As it was pointed out, since 2016, the Presidential Library’s remote access centers — today there are already more than four 400 of them — operate in all 85 constituent entities of the Russian Federation. Another 33 external remote access centers are based of Russian Centers of Science and Culture and other institutions in 26 countries abroad. Information, outreach and awareness raising centers with the support of local mass media are also being created for the wide spreading of scientific, educational, cultural and outreach projects. In 2016, with the support of the state authorities of the regions, two information and educational centers of the Presidential Library were opened: on the basis of the D. Mendeleev Tyumen Oblast Scientific Library and the “Arkhyz 24” Karachaevo-Cherkessia Republican Television Channel. The centers have become a link between the press, society and the government, a platform for presentations and discussing of social, research, cultural, and scientific large-scale projects.

Since this year, the Presidential Library has focused on the transition to networking with the participation of all regions. It is in the network structure of interregional and interdepartmental activities where the reserves for organizational, outreach and technological development should be found. A special organizational role is played here by the regional centers of the Presidential Library, which, on the basis of agreements with regional authorities, facilitate coordination in the field of preservation and use of electronic information resources of institutions of different departments and levels.

According to the chief researcher of the Presidential Library Pavel Fedorov, in the concept of library development until 2020 one of the priorities is a serious cultural and educational work with schoolchildren, whom is important to lead from the Internet entertaining field to the Internet training. All this is consistent with the latest decrees of the President of the Russian Federation on the development of the information society, as well as with the Concept for the Development of School Information and Library Centers, approved by the order of the Ministry of Education and Science of the Russian Federation on June 15, 2016.

In the Presidential Library, educational events are organized with the support of educational institutions; the educator today should be a competent mediator between schoolchildren and the vast world of knowledge available on the basis of IT technologies. At the round table, the content of the Presidential Library's educational projects aimed at studying the Presidential Library's fund was disclosed. Professorship of leading Russian universities is engaged with speaking appearances — Tomsk, Ugra, Chelyabinsk and other cities of the Urals Region are actively cooperating with the library in public video lecturing. Almost all constituent entities of the region participate in the “Russia in the Electronic World” school Olympiad, and participants from Tyumen and Sverdlovsk are among the winners. And multimedia lessons, used in the Presidential Library as a convenient up-to-date way of conveying knowledge, are now often guided remotely. In the process of finalizing is the “Gosudarika” (sovereign) project of the, which will interest schoolchildren with the history of the Russian state.

The importance of regional resources cannot be overestimated, since this is one of the foundations for the formation and replenishment of the Electronic Fund of the Presidential Library.

The process of acquisition of regional studies resources began in the Presidential Library since its opening in 2009. The regions are involved in full-scale participation in this process in the formation of basic collections (“Territory of Russia,” “State Authorities,” “Russian People” and “The Russian Language”). A significant regional component can be noticed in type-specific collections and sections (visual and cartographic materials, video and audio recordings). In 2016, the formation of regional mini-collections, designed to become a kind of visiting card of the regions of the country, was completed. It was decided to bring the volume of each regional collection to one hundred entries. The fulfillment of this task is possible only with the participation of regional partners, relations with which are actively developing.

In July this year, the Presidential Library launched a new Internet resource, which significantly expanded a list and a quality of provided services. The updated section with digital collections of the Presidential Library facilitates the task of finding the right document. Now the user can see the entire structure of the collection and its current position in it. Each material is equipped with a miniature, so the reader can preview the selected documents and decide with what he wants to continue working. You can choose the desired collection from the thematic or alphabetical list. Digital copies of materials about the life and activity of the pioneer of color photography in Russia Sergei Mikhailovich Prokudin-Gorsky, a diary of the last Russian Emperor Nicholas II, or postcards with views of the embankment of the pre-revolutionary Yalta will be available to the user “in one click.”

Now users can get familiar with the sources of the Presidential Library stock without “preordering” it. In addition, the program for viewing current website does not require the installation of additional software and is supported by all present browsers, including on mobile devices. Owing to the new web resource, “The Foreign View” International Multimedia Creative Competition is now, besides photographs, also accepting videos as entries for competiton.

The Presidential Library is developing, creating and promoting its resources with the involvement of regional partners from all over Russia.
