Internet and authority: State Duma to prepare the spring law on Internet regulation

By April 2013 the deputies will prepare a project or a concept of comprehensive law on Internet activity. This was stated on December 18, 2012 by the State Duma deputy Robert Schlegel at the final conference at the Russian Association for Electronic Communications (RAEC).

The parliament plans to develop the project in cooperation with the Internet branch. In light of the discussion, says R. Schlegel, the modified bill will be under consideration by the State Duma in September 2013.

The deputy emphasized that the bill is mot aimed at regulation over the Web. The creation of any rules always introduces some limitations. But nobody is going to crack down in the Internet”, - he said.

According to Schlegel, the bill is conceived as a comprehensive platform for regulation of activity in the Internet. The bill should have issues of jurisdiction in Russia, as well as a specified conceptual apparatus and responsibilities of all the parties’ relations.

In July 2012 the State Duma passed the law on establishing in Russia a registry of banned sites. The law was known in December 2011. However, after the start of the “black list” resources in November 2012 it has repeatedly referred to the need of finalizing the mechanism of its application. Internet experts say that in 2013 the law on the register of banned sites should be improved.
