The Presidential Library to tell how to apply to state and local government bodies

March 19, 2021, at 11:00 Moscow time, the Presidential Library will host a video lecture entitled "The Constitutional Right of Citizens of the Russian Federation to Apply to State and Local Government Bodies" as part of the Knowledge of Russia project. The event will be the second in the series of lectures "A man, his rights and freedoms - the highest constitutional value".

The video lecture is free. The meeting will be held remotely and will be broadcasted live on the Presidential Library's portal in Live broadcasts section in accordance with the program of live events, on the institution's YouTube channel and on the VKontakte social network.

The video lecture will be held by Doctor of Law, Professor, Head of the Department of State Law of the Pushkin Leningrad State University Vadim Mamonov. He will tell how residents of our country can apply personally, send individual and collective appeals to state bodies and local governments, and also explain how appeals are classified, what stages of their consideration exist. In addition, the participants of the video lecture will learn about the peculiarities of drawing up applications, proposals, complaints.

The cycle of lectures "A man, his rights and freedoms - the highest constitutional value" started on February 12, 2021. The first event was dedicated to Article 32 of the Constitution of the Russian Federation, which refers to the right of citizens to participate in the management of state affairs.

The Presidential Library’s materials provide more information about the history of the basic law of our country. They are presented in the special digital collection Constitution - Basic Law. One can study the texts of the constitutions of the Russian state of various historical eras. In addition, the collection contains digital copies of official documents, as well as research, journalism, memoirs, video materials illustrating the details of the creation of the Basic Law of our country.

The Presidential Library also provides the text of the Constitution of the Russian Federation with the amendments approved during the all-Russian vote on July 1, 2020. The document is posted in the collections of the institution and published on its official portal.

The letter should contain the full name, date and place of birth, passport data (series, number, place of registration), a list of carry-on equipment, contact phone numbers, the name of the media.

We draw the attention of the media representatives that it is necessary to forward applications for accreditation and arrive at the event in advance.

Entrance to the Presidential Library is carried out only by prior registration and upon showing a passport: for media representatives - through entrance № 2, participants and guests of the event - through entrance № 1.

In order to reduce the risks of the spread of a new coronavirus infection (COVID-19), the use of personal protective equipment during the event is mandatory for all attendees.
