Legislation of Russia: Libraries welcome readers over 14

The President of the Russian Federation Dmitry Medvedev signed the Federal Law “Concerning Amendment to Article 7 of the Federal Law “On Librarianship”, which had been adopted by the State Duma on Dec. 23 and approved by the Federation Council on Dec. 25.

The Federal Law specifies the new age limit of 14 years (compared to 16 years before), when the minor has a right to use the library on his own on submitting the document which proves his identity (passport).

This comes as an appropriate amendment considering the fact that in accordance with the paragraph 1 of the Regulations on passport of the citizen of the Russian Federation, established by the decree of the government of the Russian Federation of July, 8 1997, all the citizens of the Russian Federation who reached the age of 14 and who live on the territory of the Russian Federation must possess a passport.
