3 December 2009

The Ministry of Communications and Mass Media of the Russian Federation undertakes the project of creation of the training centers on the basis of the major software providers, which will be aimed to improve the computer literacy among the civil servants. This was announced at the press-conference by the Head of State Policy in Informatization and Information Technologies Department of the Ministry of Communications and Mass Media of the Russian Federation Artyom Yermolaev. The official commented that the computer literacy among the civil servants is an integral part of the “E-government” project implementation.

"There is a large number of leading vendors which are actively setting up their training centers, - remarked Yermolaev. – On the one hand, they train how to use their own products, but on the other hand they have an opportunity to subsidize the creation of re-training centers, where we will train computer literacy skills". He stressed that “it doesn’t mean the money investments but the readiness to equip the classrooms and provide the equipment for training".

"Today we are trying to unite the efforts of these leading software vendors, which are ready to make investments into the development of their products and a little bit re-orient them on creation of re-training centers", - said Yermolaev. He reminded that the training of civil servants will be still financed by the Federal Agency of Education of the Russian Federation, which has ordered the “E-Russia” program". "At the same time we are thinking about the creation of the re-training centers on the basis of vendors", - explained Yermolaev.

According to the Head of the State Policy in Informatization and Information Technologies Department of the Ministry of Communications and Mass Media this idea is based on the experience of the countries of EU, which have certain programs on training the representatives of small and middle businesses, civil servants and other people, also carried out on the support of these training centers. The representatives of the Ministry of Communications and Mass Media of the Russian Federation claim that Russia is going to pay a special focus on computer technologies study at schools and universities.
