IT and Society: Google releases prototype of the law on open Internet

Google and an American broadband and telecommunications company Verizon submitted a shared statement of principles, essential for the preservation of an open Internet, to the Federal Communications Commission (FCC), announces Google Public Policy Blog.

The document on two pages includes nine recommendations. First and foremost it specifies customers’ protection from violations of providers. The latter will be prohibited from preventing users from sending and receiving lawful content, running lawful applications and connecting their choice of legal devices that do not harm the network or service.

Besides, Google and Verizon are proposing to forbid the prioritization of Internet traffic. Providers of broadband Internet access service would be required to disclose accurate and relevant information in plain language about their offerings. Providers themselves should manage their networks and equipment in accordance with these principles. Introduction of changes into conditions of services’ rendering to the customer is allowed only out of technical necessity.

At last, companies suggest introduction of broadband Internet into the list of universal services, supported from a special fund. Broadband Internet access service providers would ensure that the service is accessible to and usable to individuals with disabilities.
