IT and Society: Dmitry Medvedev demands to develop legal framework for universal card

The President of Russia Dmitry Medvedev demands to develop a legal and regulatory framework for the citizen’s universal e-card project by the end of summer.

At the meeting of the Commission for Modernization and Technological Development of Economy on February 28 2011 the President underscored that introduction of the card would help to simplify bureaucratic procedures, improve the quality of govt. services, raise awareness of citizens of their rights. The card may be used as a credit card, as a fully-fledged payment means both in Russia and abroad.

The head of the state stresses that “the legal and regulatory framework must be completed in a short time”.

During the meeting Dmitry Medvedev charged to develop regional plans for introduction of the citizen’s universal e-card.

He emphasized that it was necessary to synchronize the introduction of services offered by the card to enable people to make use of them countrywide.
