IT and Authority: Conference “Public administration in 21st century: traditions and innovations” in Moscow
May 25, 2011 at the plenary meeting of the “Public administration in 21st century: traditions and innovations” conference the Minister of Communications and Mass Media Igor Shchegolev made a report on the efforts concentrated on building of e-government in Russia.
Igor Shchegolev told about key elements of e-government infrastructure, which, in particular, include a public services portal, interagency cooperation system, identification and authorization system.
The Minister drew particular attention to implementation of SaaS model (software as a service). “When using this model each region doesn’t need to start its system from scratch. It receives infrastructure, software, and specific solutions as a service”, the Minister added. Igor Shchegolev stressed that expenses spent on the system’s building from scratch differ significantly from the service’s purchase.
The Minister mentioned the list of companies which can offer regions the solutions for public services transition to electronic format. “The market adapts to the offered model, - the Minister is convinced. – We do not have a scattering of incongruous solutions, we have at our disposal the solutions which match the central platform. They are interchangeable, and those who are introducing these solutions, can choose the most appropriate”.
9th International Conference “Public administration in 21st century: traditions and innovations”, is taking place May 25-27, 2011 at the Public Administration Faculty of the Moscow State University. The conference has brought together specialists in public administration from 14 countries of the world – researchers, experts, and statesmen.
