IT and Security: State Duma proposes to set up national moderator of the Internet

The State Duma offers to set up a unified moderation system of extremist comments on the Internet, announced the Head of State Duma Committee on Information Policy, Information Technologies and Communications Sergei Zheleznyak.

"Presently many websites, rather liberal included, provide “a red button". Website user can press it and complain to the administrator of a comment. The administrator in his turn will decide whether to remove the comment or leave it. However not all websites have such buttons and not all have opportunities for moderating", Sergei Zheleznyak explained the necessity of setting up a new system.

The deputy proposes to create a common moderator portal for all electronic media. Today the common state information system, which would register all media, including electronic ones, is underway. We come up with a proposal to launch “My Office” options on this portal for each media which would include user enquiries regarding extremist comments. In this case we will know for sure that this information was sent by user, this specific “office” does work ", Sergei Zheleznyak clarified.

The deputy besides suggests shortening the time offered to the website owner to delete the comment, which is considered to contain extremist information and violate legislation of the Russian Federation, from 3 days to 24 hours.
