Libraries and Copyright: Web Conference on problems of libraries operating under conditions of compliance with copyright legislation

On August 23, 2011 “GARANT” Information Agency held the web conference of the Director General of the Federal State Budget-Funded Institution “Russian State Library” Alexander Visly.

The theme of the conference: “Problems and prospects of work of Russian libraries under conditions of compliance with the law on copyright”.

Copyright regulates relationship between authors and the society in terms of use of works of literature, science and art. The legislation is called to protect the exclusive right of authors on the use of works created by them. As to the libraries observance of the copyright is closely connected with fulfillment of the citizen’s right to information.

With appearance of new IT and electronic libraries problems of copyright and accessibility of library collections, related to use, copying, and protection of authors’ rights of librarians – those who make bibliographic publications and guidelines, have become urgent. Librarians face the problems of formulating normative legal grounds of organization and functioning of information resources and services, regulation of rights of holders and users of electronic library and information resources etc.

During the web-conference the Director General of the Russian State Library Alexander Visly told about the problems and prospects of libraries under conditions of implementation of the copyright law, on observance of copyright while transition of Russia’s library system to electronic format, on the necessity of introduction the amendments to RF Civil Code Part IV and the law “On Library Science” etc.
