IT and Regions of Russia: Moscow government approves regulations on regional interagency electronic interaction system

Moscow government has approved regulations concerning the regional interagency electronic interaction system. It will enable government agencies and institutions which provide public services to the population to exchange data and documents. When launched it will prohibit officials from demanding additional references from citizens in case the information required for a public service to be delivered is available in the electronic databases of other agencies. Such a norm has entered into force at the federal level and is due to be launched in regions not later than July 1 2012.

Electronic interaction environment will be built upon the existing “Electronic Moscow” meta-system following unified standards and requirements, which would make it easier for it to connect to the federal segment of Interagency Electronic Interaction System. The process of data exchange will involve electronic services with introduction of electronic digital signature to guarantee reliability and invariability of transmitted information and to prevent illegal data access. As for today “Electronic Moscow” meta-system numbers over 300 services. Limited distribution data will be not processed in the regional interagency electronic interaction system.

Electronic interaction environment between Moscow officials will make it easier to render public services, reduce the time needed to process inquires from citizens and improve the performance efficiency of government agencies. So far the interaction between government agencies has required long concurrence and special regulations, while separate agency systems and databases were not integrated into a common information environment.

The system will be operated by the Information Technologies Department which will connect agencies to the regional interagency electronic interaction system, work out the rules for electronic services design and control their operation. Improvement of the existing system will not require extra budget allocations.
