IT and Society: Russia begins issuing bank cards with an e-signature option to offer citizens access to govt services
Russia has started issuing “eGovt” bank cards which ensure access to eGovt services via a new electronic signature feature.
The card combines functions of a bank card and e-signature features which meet the standards of the Russian Federation. Owing to this, card holders can get access to his “private office” on govt services portal and an opportunity to use electronic signature to receive govt services electronically. Users who are going to access govt services portal via a computer get a USB-device along with a card.
Beginning from December 15th 2011 you can obtain “eGovt” cards in the central office of “St. Petersburg” bank (St. Petersburg). At first, the issue of new cards will be limited – a test phase. During this time bank is planning to improve some procedures, and conclude all contracts and agreements necessary for a large-scale introduction of a new card. From February 1st 2012 all interested will have a chance to get “eGovt” cards in all offices of the bank.
The work over the project was launched this June after Rostelecom, “St. Petersburg” bank, MasterCard and Sitronics signed a partnership agreement at the 15th St. Petersburg Economic Forum.
