IT and Education: President of Russia signed a law on electronic education adoption

On February 29th 2012 the President of Russia Dmitry Medvedev signed the Federal Law “On introducing amendments into the Law of the Russian Federation “On Education” in regard to adoption of electronic education, distance learning technologies”.

The Federal Law was adopted by the State Duma on February 14th 2012 and was approved by the Federation Council on February 22nd 2012.

By the Federal Law “On introducing amendments into the Law of the Russian Federation “On Education” in regard to adoption of electronic education, distance learning technologies”, while running educational programs, regardless of forms of education, electronic education, distance learning technologies may be involved in accordance with the procedure, established by the federal executive body, which elaborates the state policy and performs legal regulation in education.

The Federal Law defines “electronic education” and “distance learning technologies” and also specifies the procedure of licensing of educational institutions, which adopt electronic education, distance learning technologies.
