Information technology and education: System for verification of plagiarism of degree works to be created in Russia

Russian Prime Minister Dmitry Medvedev instructed to submit the agreed proposals for the development and implementation of an information system for verification of plagiarism of degree works by graduates and theses submitted by applicants for the candidate degree and Ph.D., as well as the order of publication of these works on the Internet.

These proposals must be submitted before 15 December 2012, after discussing them in the format of "Open Government".

The instruction is given taking into consideration the discussion on the internet of a recording from Dmitry Medvedev’s video blog, "The ability to learn is indispensable in today's world", published September 13, 2012, where he talks about the evils of plagiarism for education and science.

In the video blog Dmitry Medvedev spoke about the project of the Ministry of Education and Science of Russia, "E-Higher Attestation Commission." It provides a comprehensive analysis of the texts of dissertations, allowing to identify copyright infringement, compiling, and other problems. The project is to be launched next year and may serve as the basis for a system of verification of the originality of scientific work. Dmitry Medvedev added that he is planning to entrust the Ministry of Education and Science to discuss this topic with the experts at the site of the "Open Government" and invited the students to participate in the discussion.
