Information technology and authority: Transition to the electronic document circulation to be over till the end of 2017

The Russian government has established that the transition to exchange electronic documents in the interaction of the federal bodies of executive power must be completed before 31 December 2017. The corresponding resolution is posted at the web site of the Government of Russia.

Before sharing electronic documents each participant of the information interaction must confirm the readiness of its information system to such an exchange, according to the document.

In addition, from March 1 to September 1, 2013 there will be running pilot projects of electronic documents between the Government Office and the Ministry of Communications and Mass Media of the Russian Federation, as well as between the Ministry of Communications and the Ministry of Justice of the state registration of the legal acts of the Ministry of Communications and Mass Communications.

The purpose of the pilot project will be the creation of common standards for reporting of electronic documents, procedures for the validation and verification of their authenticity, and procedures (protocols) for the exchange of electronic documents.

Also to participate in the pilot projects are permitted other federal bodies of executive power in the case of availability of their information technology infrastructure.
