Information technology and society: The issuance of universal electronic cards on citizens’ applications has been launched in Russia

January 1, 2013 in Russia there has been launched an issuance of universal electronic cards (UEC) on citizens’ applications. UEC will provide users the electronic obtaining of state and municipal services, and as a banking application – the payment of utility bills, transportation, the purchase of goods and etc.

The card, designed to simplify the access of citizens to public services, will contain customer data and digital signature. UEC can be used through ATMs, terminals and personal computers.

Since January 1, 2013 UEC are issued in the basis of statements and from January 1, 2014 – to all citizens of Russia, except in writing refused from the receipt of the card.
