State and Society: Second Federal Congress on e-democracy in Moscow

On 14th-15th of May 2013, in Moscow at Russian State Library the First Federal e-Democracy Congress is being held, supported by the Commission of Information Society Development by the Federation Council and the Agency of Strategic Initiatives.

The Congress organizer is Russian Agency for Information Society Development “RARIO”. The Congress objectives are: to generate the recommendations on the implementation of the state policy of e-democracy building, and to discuss the mechanisms of electronic democracy application to the actions of the authorities on federal, regional and municipal levels.

Topics of the Congress:

- State Policy of the Russian Federation in the field of information society and e-democracy;

- Improving the state governance system through the use of modern tools of the information society and e-democracy;

- Russian public initiative: legislative and regulatory support and the implementation issues at the federal, regional and municipal levels;

- E-democracy technologies: e-government, e-voting. Electronic public services and Multifunctional Centers of public services (MFC);

- International experience in e-democracy implementation;

- Open Government, open data sources.

- Feedback effect and public information and communication technologies (IKT) use tutoring; feedback and IKT as tools of engaging public with the processes of modernization;

- E-democracy in Russia: philosophical comprehension, scientific, political and legal aspects.

Within a framework of the Congress the "Information Society 2013: Open Regions" All-Russian Conference will be held with a key theme of ensuring an openness of public authorities work through the intensive use of information technology. The future discussion applies the current issues of Integrated Electronic Interaction System (SMEV) efficiency, the Universal Electronic Card (UEC) application, the quality electronic public services, the use of free software in government agencies, and etc.
