Chairman of the Government of Russia: Dmitry Medvedev has signed a Decree “On the federal information system of the state scientific certification”

The information system, which for brevity is referred to as "e-VAK", will be introduced in Russia. The corresponding decree "On the federal government scientific information system certification" was signed by the Chairman of the Government of Russia Dmitry Medvedev, says the press service of the government.

As it was explained on the pages of "Russian newspaper" by the chairman of WAC Vladimir Filippov, this system has been developed, and now by the Decree of the Government of Russia entered in the official turnover "for informational and programmatic support to the provision of public services and address the major challenges in the state of scientific evaluation - in particular, awarding degrees, assignment of academic titles, deprivation, restoration of academic degrees and academic titles".

This means that now the placement in the public domain in the Internet of information about the dissertation councils, academic leaders, academic advisors, opponents and leading organizations as well - abstracts and full texts of them, reviews and appeals to them to certain decisions of dissertation tips related to the awarding of degrees, becomes mandatory.

At the same time it is formed the general federal database of all previously defended dissertation that makes definitely easier the mandatory procedure for checking for plagiarism and unfair borrowing. Operator rights of new information system are assigned to the Ministry of Education and Science of Russia, in which under the status of expert and advisory body the Higher Attestation Commission is functioning.

Earlier, the Council under the President of Russia on the development of the information society has spoken for the creation of such a system. It was emphasized that all information "e-VAC" should be publicly available and provided free of charge. At the same time the processing of personal data of people who fall into this base, can occur without their consent.
