Information technology and authority: Project “Gosoblako”, assuming the integration of information systems of Russian agencies, to launch after 2016

The project “Gosoblako”, assuming the integration of information systems of Russian agencies, is scheduled to start mass operation after 2016. The was stated by Deputy Director of the Department of state policy in the field of information authorities of the Ministry of Cummunciations of Russia Yakov Tebenkov, introducing the concept of “Gosoblaka” at the Analytical Center under the Government of the Russian Federation.

According to Tebenkov, the Ministry of Communications analyzed the international experience of using “cloud” technologies in the public sector. “Many countries have launched or plan to launch a process of centralization of infrastructure and somehow guided by the “cloud” technologies”, - he said, citing as an example the U.S., the UK, Canada, Singapore and Australia. “Cloud” technology allows you to store and process information remotely, saving on the purchase of equipment and software, as well as human resources.

The deterrent factor, according to a Ministry of Communications, is the need to ensure maximum data security, which involves high requirements for suppliers of “cloud” services. The Ministry of Communications and other agencies responsible for implementing the project, including the FSB and FSTEC, are to solve a number of organizational issues.

According to the director of the department of coordination of Informatization of the Ministry of Communications of Russia Nikolai Yatselenko, the transition to “Gosoblako” will significantly increase the effectiveness of government agencies in the delivery of government services to citizens and reduce departmental expenses.
