Copyright: The Federal Service for Intellectual property rights planned to be created in Russia

The Ministry of Economic Development of the Russian Federation has submitted the draft of the Decree of President on establishment of the Federal Service for Intellectual rights.

The new agency is planned to be created on the basis of Rospatent, it will become its successor and will receive its functions, and will also be responsible for copyrights and governmental regulations in this area. The service will be directly linked to the government, while Rospatent subordinated the Ministry of Economic Development. 

The idea of creating the special service on copyrights belongs to the First Deputy Prime Minister Igor Shuvalov.

The Russian Author’s Society engages the copyright management as well as the Russian union of holders. The RUH is headed by Nikita Mikhalkov. He will propose a candidate to head the new service.

Now the Ministry of Culture is responsible for the policy in the field of intellectual property rights. But in different segments of the economy regulation of this issue are also involved other ministries - the Ministry of Communications, Ministry of Internal Affairs and even the Ministry of Defence.
