Society and law: The bill on the merger of the Supreme Arbitration Court with the Supreme Court to be adopted in the first reading

13 November 2013

The State Duma in the first reading adopted a draft law on the amendment of the Constitution “On the Supreme Court of the Russian Federation and the Russian Prosecutor’s Office”.

The concept of document was supported by 351 deputies, 95 voted against it. It is expected that the second reading of the document can be held on November 20.

According to the bill, the Supreme Arbitration Court of the Russian Federation was abolished, and the issues of justice within its jurisdiction are transferred to the jurisdiction of the Supreme Court of the Russian Federation. To do this, it is set a transitional period of six months. New Supreme Court of the Russian Federation is formed in the 170 judges. For the selection of candidates for judges of the Supreme Court is created a special qualification board consisting of 27 members of the board.

Let us recall that Vladimir Putin proposed to merge the Supreme and Supreme Arbitration Courts in June of this year. The head of state asked the Kremlin administration, representatives of the judiciary and members of parliament to work out all the necessary questions. Prime Minister of Russia Dmitry Medvedev said that the idea for a long time was “in the air”.
