Internet and Society: the Government Signed a Decree on Improving the Procedure of Registration and Obtaining Government Services throughout the Internet

Russian Prime Minister Dmitry Medvedev signed the government decree directed to improve the procedure of registration at the federal government information systems. Published at an official website of the state system of legal information document notes that the appropriate changes are being made to statutory acts on registration and obtaining government services throughout the Internet.

Among the innovations is the detailed elaboration of online registration procedure as such. Now users may register themselves by their mobile phone numbers. Required to identify the recipient of public services electronic key signature will be sent to this number.

However, the generally accepted ways to authorize are still there: over e-mail, mail or directly at key issuing operator’s.

As for the other, "Russian Public Initiative", resource, the opportunity to submit the suggestions and vote now will be given only to Russian citizens who have registered with passport.

The task of converting state and municipal services into electronic format was issued in the Decree of Russian President on May 7, 2012. The works on building the infrastructure of providing the public and municipal services in electronic form, as well as on effective interagency communication and public administration, were led on 2009-2012. An integrated web-portal and state and municipal services register, unified system of interagency electronic communication, and unified identity and authentication system have become the main elements of this infrastructure.

The transparency of public work and offering public services through the Internet has been a subject of Dmitry Medvedev’s strict attention in recent years.
