Prime Minister of Russia: Dmitry Medvedev signed decree on approving of the concept of the development of electronic services
Prime Minister of Russia Dmitry Medvedev signed a decree № 2516-р "On Approval of the Concept of development of mechanisms of state and municipal services in electronic form". The concept was developed in conjunction with the Ministry of Communications of Russia in accordance with the instruction of the head of the Cabinet and is aimed at improving the quality and accessibility of e-government services.
Let us remind that according to Presidential Decree №601 of May 7, 2012 to 2018 it is necessary to ensure the provision of public and municipal services in electronic form for the 70% of citizens. Moreover, 90% of the residents must be satisfied with the quality of public services provision. "It is now formed e-government infrastructure and people are actively using the electronic services. Now the task is to improve the quality of e-government services", - said the deputy head of the Ministry of Communications Alexey Kozyrev.
The concept envisages the development of Unified portal of public and municipal services, simplification of registration on it, creating a unified system directories and qualifiers for the state information systems, more intuitive user interface, ability to pay fees and charges online, remote recording to visit agencies, the possibility of obtaining results by state courier of special services, as well as the formation of a common space of trust and the development of an electronic signature system of interagency of electronic interaction.
Together with the Ministry are selected the most popular services (15 federal and 20 regional and municipal), which will develop joint solutions for all stages of their delivery: registration, application, recordings to the queue to visit, payment, information, and appeal.
Currently, a specific action plan ("Roadmap") to implement the concept, which will be submitted to the Government of the Russian Federation in the first quarter of 2014 is being developed.
