Culture and authority: Project “Basic Principles of State Culture Policy” presented to President of Russia

President’s Adviser V. Tolstoy presented Vladimir Putin the project “Basic Principles of State Culture Policy”.  

This project, if approved by the Head of State, will be sent on a broad public discussion on different platforms, in the Public Chamber, the State Duma, the Federation Council, on youth forums, so that by the results of these discussions to form the final text. "Basic Principles of State Culture Policy" must be approved by the fall, possibly passed on to the joint discussion of the Presidential Council for Culture and the State Council, because it is extremely important to consider regional aspects.

Vladimir Putin noted: “Culture is our main, unifying national substance. What is important is not people’s official ethnic identities, but how they perceive themselves, who they consider themselves to be, which basic cultural principles were instilled in them from childhood, what kind of environment they were raised in, and what moral and ethical references they follow.

The President also noted that “it is very important to create a common cultural space. I expect that this is the document’s basic aim, but we also need to put in place good conditions for developing cultural institutions and ensuring timely financing for priority areas. This is very important for developing culture as a sector”.
