The head of the Ministry of Communications and Mass Media of the Russian Federation Nikolai Nikiforov delivered his speech ​​at an expanded meeting of the Federal Communications Agency at the end of 2013. The meeting was held in an open format for the first time in the history department, which in 2014 was ten years old.

A historical achievement, the minister said, was the signing of a ten-year state contract between Rossvyaz and "Rostelecom" for provision of universal communication services. As a result of the execution of a new contract with modern communication services will be provided with 93% of Russia's population, which will provide a new quality of life of people living in small settlements from 250 to 500 people. Fiber-optic cables will be connected to broadband important socially significant facilities: schools, hospitals, local and regional authorities.

Nikolai Nikiforov said that the important role Rossvyaz played in providing communication facilities at the Winter Olympics in Sochi. "I think that Russia has set a very high bar. The countries that will host the Olympics in future, will be able would have to be up with standards. Our signalers adequately fulfilled their mission", - he said.

Head of the Ministry of Communications of Russia and praised the success of the Russian orbital satellite constellation: "It is obvious that for the Russian Federation the use of its space capabilities is not just a fad, but an important component of communications infrastructure".

Concluding his speech, Nikolai Nikiforov said that telecom sector plays a key role in terms of providing infrastructure for economic growth and improve the quality of life of our citizens, a unifying effect on a substantial number of other industries.
