Electronic libraries: Administration of the President of Russia has recommended establishing the National Electronic Library at the national software

At a special meeting in the Administration of the President of Russia to establish a national electronic library (NEL) was recommended when creating NEL to apply primarily domestic software products.

The National Electronic Library – is a project to create a single fund of digitized documents with remote access.

The recommendation for use in the organization search in NEL and access to domestic software allocated in a separate item in the protocol.

Hardware and software libraries should be located on the territory of Russia, said in the same paragraph of the document.

In addition to the Presidential Administration officials the meeting was attended by officials from the Ministry of Education and Science, the Ministry of Culture, the Russian State Library, the National Library of Russia, the State Public Scientific and Technical Library of Russia, the Presidential Library and CEO "Rostelecom" of the Company "Sputnik".

Functionally, the software for electronic library should not only index and catalog texts of books, but also to block the copying of their content when viewing, as most of the text stored in libraries protected by exclusive rights. The features of remote access are regulated by part IV of the Civil Code, which allows us to provide access to library books for free, but only from the premises of libraries and without the possibility to make copies.

Four Russian Associations of IT developers agreed upon a simple criterion of "domestic software". The developers hope that this definition will be adopted by state departments.

The agreed industry criterion of the Russian software is simple: Russian software recognizes if the exclusive rights to it (in the entire world and for the entire duration of the exclusive rights) belong to the citizens of Russia, the companies which is 51% owned, directly or indirectly, the citizens of Russia or the state, and entities and municipalities as part of Russia.
