Internet and society: Russia expressed the need for the adoption of an international convention on the management of Internet infrastructure

The Minister of Communications and Mass Media of the Russian Federation, Nikolai Nikiforov as a head of a delegation of Administration of the Russian Federation made a political statement by the Plenipotentiary Conference of the International Telecommunication Union (ITU), which is held in Busan (Republic of Korea).

Plenipotentiary Conference 2014 is held on the eve of the 150th anniversary of the International Telecommunication Union.

Nikolai Nikiforov, in his speech, said: "It is necessary to mobilize the efforts of the international community to prevent the use of ICT in a manner contrary to the UN Charter, the Charter, the Convention and the regulations of the ITU. For a successful, reliable and safe use of ICT are necessary required international norms and rules governing relations in this area.

The Russian Federation believes that such rules should be developed under the auspices of UN institutions. They should be based on adherence to the principles of non-interference in the internal affairs of States and their equal rights in the management of Internet infrastructure, the sovereign rights of States over the management of infrastructure in the national segment of the Network and be based on international law and respect for fundamental human rights and freedoms.

On the basis of the Internet, we see the potential vulnerabilities in the Domain Name System, and the actual threat of distortion of information in the database registries, leading to the inability to verify route-address information.

It is obvious that the process of change management infrastructure of the Internet should be consistent, transparent and people-oriented. We believe it is possible to discuss the need for the development and adoption of an international convention on the management of Internet infrastructure".
