Plenary Session of the "Small Towns − Great Culture" III Congress of the small cities’ Mayors takes place in Staraya Russa town (Novgorod Region) on August 15, 2015.

The congress participants will discuss the possibilities of raising investments for the development of culture and tourism at the municipal level and will share practical experience in implementing successful cultural and tourist projects in small towns.
