Information technology and society: Perspectives of electronic signature discussed in Moscow

Representatives of the Ministry of Communications and Mass Media of the Russian Federation took part in the XIII International conference on problems of PKI and electronic signature «PKI-Forum Russia 2015", which described the activities of the Ministry as a regulator in the field of electronic signatures in 2015.

"In the information age to the successful development of Russia it is necessary modern telecommunications, through which information is exchanged. This is true both for the scope of activities of the authorities, and for the commercial sector. The growing use of information technology said that the public key infrastructure provided the identification and authentication of a person and confirmed the authorship and the immutability of the electronic document and had a ever-increasing scope of practical application", - said in his opening speech the deputy head of the Ministry of Communications of Russia Oleg Pak.

Oleg Pak also recalled the Ministry of Communications of Russia developed the bill, which should, inter alia, increase the financial and organizational requirements for the certification authority, to unify their work, to create the possibility of using qualified signatures on mobile devices. The bill has already passed the first reading.

Director of the Legal Department of the Ministry of Communications of Russia Roman Kuznetsov also said that in 2015 the Ministry drafted a federal law that would regulate the procedure of establishment and authorization of the person using the electronic signature in various information systems.

Roman Kuznetsov also noted that before the end of 2015 will be discussed the optimization of the use of qualified electronic signatures. The discussion will be held at the site of the Expert Council under the Ministry of Communications of Russia on the electronic signature.
