Information technology and education: The implementation of the project “The Russian Electronic School” is starting

The State Council on Education, held on December 23, 2015 under the chairmanship of President of Russia Vladimir Putin, could not avoid the issue of innovation. The head of state supported the proposal of the working group of the State Council to set up a public e-school where will be housed training materials and manuals, lectures of famous teachers and scientists.   

The head of the Ministry of Education and Science Dmitry Livanov at the State Council said that the country began the realization of the project "Russian Electronic School", which will provide general education with the help of electronic resources. The Internet will create and place 12 thousand Russian lessons of the best teachers of basic general educational program for grades 1-11. In addition, within the framework of the federal target program of education development for 2016-2020 years it is planned "Formation of a new technological medium education". The result will be the implementation of educational programs using e-learning and distance learning technologies.  

In fact, "e-school" - it is the right of children from remote areas to have access to quality education, because more than half the schools in Russia - rural, many do not have enough teachers and educational resources.

The same topics at the forum "Internet Economy 2015", which is also attended by Vladimir Putin, spoke on the eve the rector of the Higher School of Economics (HSE) Yaroslav Kuzmin. According to him, the problem will soon be solved to improve the quality of education at all levels due to the translation of lectures and workshops of the best professors, the publication of the results of research on the Internet the best universities in the world.

However, the creation of a unified electronic database of knowledge on the Internet requires apparently revision of copyright. With this initiative at the forum "Internet Economy 2015" was presented by an expert committee of Legal Affairs of the Russian Association of Electronic Communications (RAEC), Head of New Media and Theory of Communication Faculty of Journalism Ivan Zassoursky.

For example, restricted mode that does not reduce but increases the possibility of plagiarism and at the same restricts access to knowledge bases. It is necessary to implement free access to high-quality sources of digital information through free licenses (Free, non-commercial publications), Zassoursky is sure. This will require making the publication of final qualifying works (WRC) in the public domain key to the accreditation of the institution and the individual higher education programs. Ministry of Education should start buying and placing in the public domain of the largest databases of books and research, including in foreign languages.
