Information technology and society: The measures to support the Russian software were discussed in Moscow
During the meeting of the President of Russia Vladimir Putin with members of the Ministry of Communications and Mass Media of the Russian Federation Nikolai Nikiforov reported on the measures implemented by the Office of support and promotion of Russian software (software). Vladimir Putin said that as part of the sectoral plan of import substitution Ministry of Communications has developed the concept of the Russian Foundation for the development of information technology (IT Development Fund).
Nikolai Nikiforov reminded that thanks to the signed by the President in June 2015 the Law №188-FZ, which included amendments to the law "On information" and "About contract system in public procurement", the first time the opportunity to legally determine the origin of the software from the Russian Federation. Currently, there is a special register of the Russian software. It is designed to increase the use of domestic IT products in the Russian state power bodies, as well as to provide the holder of the state support measures.
Vladimir Putin raised the issue of the distribution mechanism of existing preferences for the Russian software to purchase state-owned and state-owned corporations.
The President asked the Government to orient the management of state representatives in companies with state participation in the use of domestic software. He noted that in the first half of 2016 can be regarded as a recommendation, and the second - as a compulsory measure.
"Our programmers will be able to accurately provide all this, absolutely, no doubt even there", - stressed the head of state.
The head of the Ministry of Communications told the President about the implementation proposed by the Ministry to support the development and promotion of domestic software measures through the creation of IT Development Fund. Nikolai Nikiforov said that the idea of establishing a fund was developed together with the domestic IT industry.
The Minister said that in the framework of the fund it is planned to use four instruments of support: subsidies for part of the cost of developing the system software; preferential debt financing for IT companies; the co-financing part of the promotion costs of products, including abroad; creation of a center of competence, which permanently monitors the public procurement and developing a methodology for the transition to the domestic software products.
