The list of properties of historical and cultural heritage of the federal (all-Russian) significance approved

On February 20,1995 the Russian president Boris Yeltsin signed a decree ‘On the approval of the List of properties of historical and cultural heritage of the federal (all-Russian) significance’.

Under the decree among the most valuable properties of the national significance are listed: the Moscow Kremlin (the architectural ensemble, historical and culture preserve ‘Moscow Kremlin’, the State Kremlin palace), the Bolshoi Theater, the Maly Theater, Moscow conservatory n. a. P. I. Chaikovsky, the Russian National library (before 1992 – the Public library n. a. M. E. Saltykov-Shchedrin), the Russian Academy of arts, the Moscow University n. a. M. V. Lomonosov, the St.-Petersburg University, the History museum, the State Hermitage, the Visual Arts Museum n. a. A. S. Pushkin, Tretyakov Gallery, the Ancient Culture and Arts museum n. a. Andrei Rublev, the Anthropology and Ethnography museum n. a. Peter the Great (Kunstkamera – the cabinet of curiosities), the Ethnography museum, the Museum of East, the Polytechnic museum, the State Russian museum.

At present there are about 140 thousand properties subject to the state defense. 25 thousand of them are the history and culture monuments of the federal significance, the rest comprise the history and culture monuments of the regional and local (municipal) significance.

The essential list of the history and culture monuments of the federal significance was formed by the middle of 1990s from the properties which were subject to the state defense under the decrees of the Ministers Council of the RSFSR and the Decree of the Russian Federation president of February 20th, 1995.

The change in number of the cultural heritage properties is due to their exclusion from the List of the monuments of the state (republic) significance, the List of history and culture heritage properties of the federal (all-Russian) significance, the single state register of the culture heritage properties.

The main rules for the state defense and the principles of the state stocktaking of the history and culture monuments, the order of attributing the immovable properties to the monuments of history and culture, the categories of history and culture significance, the types of history and culture monuments in the systemized form were provided for the first time by the Law of the USSR of 1976 ‘On defense and use of historical and cultural monuments’. The more detailed description of the notions were presented in the Law of the RFSR of 1978 ‘On defense and use of history and culture monuments’.

The most important stage in the sphere of the state defense of the history and culture monuments was the adoption of the Decree ‘On the List of historical and cultural properties of the federal (all-Russian) significance approval’ as well as the Federal law ‘On the cultural heritage properties (the monuments of history and culture) of the Russian Federation peoples’ of 06.25.2002.
