Law of the Russian Federation “On the State Border of the Russian Federation” adopted

April 1, 1993 Russian President Boris Yeltsin signed the Law of the Russian Federation № 4730-I «On the State Border of the Russian Federation".

The boundary of the state on the one hand ensures the safety of the country, on the other - is the front line for contacts with other countries.

Russian Federation border is the line and a vertical surface, which runs along this line, defining the limits of national territory (land, water, subsoil and air space) of the Russian Federation, that is the spatial limits of state sovereignty of Russia.

According to the article 2 of the Act, the state border of the Russian Federation is the boundary of the RSFSR, sealed by international treaties and legislative acts of the former USSR; the RF borders with neighboring countries, which are not legalized by international legal terms, are subject to their contractual consolidation.

The law also defined the principles of establishment and change in crossing the state border, establishing and maintaining legal relationship at the state border. Three types of conditions were envisaged which represented a set of specific rules: the state border conditions; frontier conditions and the conditions of checkpoints across the state border.

Protection of the state border is an important condition for ensuring the security of Russia, protection of its political and economic interests. In this area, the Act defined the powers of state and government bodies (on federal and regional level), as well as powers of Border Troops, Air Defense, Navy, other troops and military formations of the Russian Federation. The aspects of their interactions, the use of weapons, military equipment and special equipment have been regulated.

In addition, the RF Law "On State Border of the Russian Federation" considered the legal and social protection of servicemen and other citizens involved in protecting the state border, responsibility for violations at the state border and its resourcing.

Unlike a similar Act of the USSR, the RF Law "On State Border of the Russian Federation" have been legalized the issues of personal security (rights and freedoms of individual), the security of society (its material and spiritual values) and of the state (its constitutional order, sovereignty and territorial integrity) in political, economic, environmental, and military sectors at the state border and the border area.
