Katorga labour introduced in Sakhalin

30 April 1869

On April 18 (30), 1869 Alexander II approved the “Committee’s Provision on the Introduction of Katorga Labor” (a hard form of penal labour). From that moment Sakhalin officially became the place of katorga labour and exile.

The decree of Nikolai II ‘On tolerance development’ was issued

30 April 1905

On April 17 (30), 1905 was published Emperor’s Nikolai II decree ‘On tolerance development’. The decree on the freedom of religion was the first in a series of the Russian state acts in the 20th century meant to reform the relationship between the church and the state.
