Summary In 1719, a Penza province with a center in the city of Penza was formed as part of the Kazan province.In 1780, Penza governorship was established from the Penza province.Government was transformed into the province in 1796, and part of the abolished Saratov province included it.In 1797, the Penza province was renamed the Saratovskaya, the former territories of the Penza province were divided between the provinces: Tambov, Nizhny Novgorod, Samara and Saratov.In 1801, the Penza province was restored, then the provincial rule was established.Changes in the administrative-territorial division ended by the middle of the 19th century.By the beginning of the twentieth century, there were 10 counties in the province
