The Presidential Library at the Eastern Economic Forum: Documents on the Territory of Enhanced Growth

At the Eastern Economic Forum in Vladivostok, which this year will be held from September 11 to September 13, the Presidential Library will provide an electronic collection of documents for journalists accredited at the International Press Center "The Russian Far East – World Economic Outpost".

Materials dating from the XVIII to the XXI century reflect Russia's significance and role in the exploration and development of the Far East, in the economic development of Primorye and its place in the global economic and political system of the world.

The collection includes digital copies of state papers on national programs for the development of the Far East: prerevolutionary, Soviet and modern, as well as the results of research studies, archive materials on trade, construction, infrastructure development. Maps, photographs, postcards, digitized newsreels, other materials are presented. The collection is new and it has been formed by the Presidential Library specifically for the Eastern Economic Forum, it has more than 70 materials, the total number of electronic pages - more than 10 thousand scans.

In the International Press Center of Journalists in Vladivostok, the collection will be available for viewing, using and studying, in addition, it will be presented in a number of organizations in the Primorye Territory, in particular, the A. M. Gorky Primorye Regional Public Library Gorky, the Vladivostok Presidential Cadet School (branch of the Nakhimov Naval School).

One of the main sections of the collection is called "Territory of Enhanced Development". It gives examples of attentive attitude to Primorye during the times of the Russian Empire, the USSR and Russia.

The section, in particular, includes the book "Proceedings of the Amur expedition sent on the highest order. Materials on the situation and the needs of trade and industry" 1911-1913, as well as the study "Economy of the Far East" of 1926. A number of documents tells about the development of entrepreneurship in the territories, for example, "Works of the 1st General Cooperation Congress of the Far Eastern Republic. March 10-26, 1921" of 1921 edition, the collection "State Industry of the Far East for 1923-1925" (published in Khabarovsk).

The sections on fisheries, quotas and other problems, their solution at the beginning of the XX century (the book "Fisheries of the Far East", 1900-1912) are cognitive and relevant. Of course, the issue of foreign economic and international development of Primorye was also always topical. So, the book of 1882 highlights relations with the Middle Kingdom "Diplomatic collection of affairs between the Russian and Chinese states from 1619 to 1792". "About trading with Japan" is reflected in the digitized rarity of 1803 - a note of the Minister of Commerce N. P. Rumyantsev to Emperor Alexander I.

The collection to the Eastern Economic Forum also covers unique documents on the history of the creation of the Free Port of Vladivostok, the ports of Dalny and Nikolaevsk-on-Amur.

The historical relevance of the issue of infrastructure development in the province has been emphasized in the digitized archive file of the Council of Ministers of 1908 "On the release of funds for the construction of strategic highways in the Far East". It speaks of the construction of strategic roads surrounding Khabarovsk, and stresses the "urgency" of the work.

There are materials about the construction of "railways" in the early XX century, the Chinese Eastern Railway - digitized “Historical Review of the Chinese Eastern Railway. 1896-1923”, which was released in 1923. The unique photo materials of the collection are associated with the railway: you can see the canvas in the village of Matveyevka on the island of Sakhalin in 1850, as well as the photographs of the bridge on 33 versts of the railway on the same road.

Specialists of the Presidential Library note that the materials presented in the collection will allow seeing the development of Primorye in a historical retrospective, objectively, on the basis of documents.
