25 August 2021

The Presidential Library hosted the opening and plenary meeting of the 17th Congress for children’s rights ombudsman in constituent entities of the Russian Federation.

Opening the congress, Anna Kuznetsova, Commissioner for Children's Rights under the President of Russia, emphasized the importance of the chosen topic “The right of the child to safety. New Challenges and Ways to Address Them": "Ensuring child safety is the foundation for protecting children's rights. The Constitution of the Russian Federation says: children are the priority of state policy".

Anna Kuznetsova noted that Leningrad Region had become one of the pilot regions where the regional security concept works. At the same time, according to her, the main task of the congress is to develop proposals for a federal strategy for a comprehensive concept of child safety.

The participants of the congress were greeted by the Governor of Leningrad Region Alexander Drozdenko. “The theme of the congress is very close and familiar to everyone. We have to protect children in the modern world from many dangers and threats. It is good when parents, teachers, educators are engaged in this. It is much more difficult to ensure the safety of orphans and children from disadvantaged families. And here the role of the state, your role as ombudsmen for the rights of the child becomes a key one, - the head of the region emphasized. “I am glad to have the opportunity to show the practical experience of the Leningrad Region in this matter, which you will get to know both during the round tables and during the discussions”.

The work of the conventioneers continued in the framework of seminars on the basis of the Leningrad Regional Institute for the Development of Education.

The second day of the congress was held in the format of thematic platforms based on children's social institutions in Leningrad Region. In addition, forum participants were able to learn about the activities of these organizations during excursions and presentations.

Thus, in Gatchina district, deputy governors and deputy chairmen of regional governments discussed the implementation of a project for the socialization of graduates of organizations for orphans at a round table "Accompanied living - a successful start!"

Children's ombudsmen became participants discussing thematic platforms based on children's educational organizations in Vsevolozhsky and Vyborgsky districts of Leningrad Region: “School mediation as a mechanism for creating a safe educational environment”, “Protecting the child's right to health and nutrition in educational organizations”, “Additional education and leisure for children - factors of a safe childhood”, “Safety of students with disabilities: from education and professional self-determination to employment” and “Safe recreation and health improvement of minors”.

In addition, on the territory of the Sokol children's camp, the forum participants laid the Friendship Alley and planted thirty ornamental almond trees. This campaign continued the tradition that was previously proposed by the Governor of Leningrad Region Alexander Drozdenko, who planted an almond tree in the spring of 2020 at the Mayak children's camp.

The results of the congress were summed up at the closing of the forum which was held at the Kudrovo Education Center.

The forum had been organized with the support of the Governor and the Government of Leningrad Region.
