The Presidential Library and IPA CIS develop cooperation

On March 1, 2023, a meeting of Dmitry Kobitsky, Secretary General of the IPA CIS Council, and Yuri Nosov, Director General of the Presidential Library, took place at the Boris Yeltsin Presidential Library subordinate to the Administrative Directorate of the President of the Russian Federation. During the conversation, the prospects of cooperation between organizations in the scientific, cultural, educational and legislative spheres were discussed.

The Presidential Library stores digital copies of more than a million book publications, archival documents, photographs and other materials on the history, theory and practice of Russian statehood, the Russian language. The portal presents digital collections dedicated to all states of the Commonwealth. Remote access centers to the library’s collections are open in Azerbaijan, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Uzbekistan – in 33 countries in total.

Yuri Nosov expressed interest in developing cooperation with the Interparliamentary Assembly, including the collaboration of library experts with the IPA CIS Standing Committee on Culture, Information, Tourism and Sports, as well as with the IPA CIS Expert Council on Science and Education. He outlined areas of joint activity that may be of mutual interest to organizations and contribute to the formation of a common educational, cultural and scientific space in the region.

Dmitry Kobitsky specified promising areas of cooperation between the IPA CIS and the Presidential Library, including expert support of model lawmaking, organization of scientific and practical conferences, exhibitions, events for youth and students.

The Secretary General of the IPA CIS Council pointed out that 2023 was declared the Year of the Russian Language as the Language of Interethnic Communication in the CIS and expressed hope for the implementation of joint thematic projects. He also stressed the importance of the work of organizations to preserve historical memory, popularize knowledge about the history of the formation and development of the Commonwealth of Independent States.

It is worth noting that on February 7, 2023, a cooperation agreement was signed between the Secretariat of the Council of the CIS Interparliamentary Assembly and the Presidential Library, which provides for the transfer of digital copies of model laws and other documents adopted by the IPA CIS to the library’s collections in order to ensure their eternal storage and access for a wide range of readers.

In 2022, a protocol of intent was signed to establish an Association of Presidential Libraries – the decision was supported by the presidential libraries of Azerbaijan, Belarus, Kazakhstan and Russia.
