The constitutional right to health care discussed at a video lecture at the Presidential Library

On January 25, 2024, the Presidential Library, as part of the video lecture Knowledge of Russia, hosted a lecture on the constitutional right of everyone to health care and medical care.

It continued the series of lectures related to the theme of the Presidential Library collection “Man, his rights and freedoms - the highest constitutional value”.

Vadim Vasilievich Mamonov, Doctor of Law, Professor, Head of the Department of State Law of Pushkin Leningrad State University joined the video lecture.

Caring for the preservation and strengthening of the health of citizens is one of the fundamental constitutional responsibilities of the state. At the lecture, everyone's right to health care and medical care in the system of constitutional rights and freedoms was discussed. Definitions of the concepts “health”, “public health”, “health protection”, “medical care”, “healthy lifestyle”, “traditional medicine” were given.

The author of the lecture analyzed the legal regulation of medical care, named the patient’s rights, types of medical care and forms of its provision. Vadim Mamonov spoke about the legal regulation of free medical care in state and municipal health care institutions, as well as federal programs for protecting and promoting public health. The lecturer paid attention to the development of physical culture and sports and ensuring the sanitary and epidemiological well-being of the population.
