Antimonopoly Service and the Presidential Library to join efforts
The Presidential Library may become one of the training sites of the Federal Antimonopoly Service in St. Petersburg. On the basis of the collections of the first national electronic library of Russia it is planned to hold seminars, lectures on the history of monopolies in the country, their regulation since the 19th century.
This issue was discussed during a working visit to the Presidential Library of the Head of FAS in St. Petersburg, Vadim Vladimirov. He was shown the collections of electronic documents and books that cover the history and development of monopolies in Russia. In particular, the 1905 edition "State monopoly in the light of statistics", "Financial results of alcohol monopoly." Documents of the Commission on indirect taxes and monopolies of the Ministry of Finance of the Russian Empire might be quite interesting for the training of qualified specialists. They were published in professional journals, digital copies of which are also available in the Presidential Library.
Documents are also of historical interest, in particular, the resolution of the Council of Ministers of 1915 "On the prohibition of import to Russia of films of German origin and the need to establish a state monopoly on the operation of cinemas."
Vadim Vladimirov stressed that the objectives of the antimonopoly service today are quite ambitious, and their solution requires not only a deep knowledge of the current legislation, but also the ability to see any situation from a historical perspective and hindsight. The Presidential Library is able to create such conditions, as well as to provide support in organizing conferences, advanced information service. "This is the largest informational, educational center, and we will begin to interact with it to improve literacy, organizing both internal and external events, including the application of antimonopoly legislation, documents regulating the purchase," said Vadim Vladimirov.
