Electronic resources of the libraries within the Russian legal environment were discussed in the Presidential Library

The “Electronic resources of the libraries in the legal environment of Russia: the issues of rulemaking and enforcement of the right” scientific session was held in the Presidential Library. Among the organizers of this event are the Presidential Library, the Moscow State Law University named after O. E. Kutafin and the State University of Public Administration. The scientific session was held within the framework of the scientific and practical conference entitled “Legal issues and managerial marketing in library business in course of changing university environment” of the IV Moscow Legal Forum.

The members of the Presidential Library, the libraries of the Moscow State Law University, the State University of Management, the Siberian Federal University, Tomsk State University, Magnitogorsk State Technical University, the Belarusian National Technical University, the Finance University under the Government of the Russian Federation, the Baltic Federal University, as well as the publishing houses of Moscow, have participated in the videoconference.

During the scientific session, in particular, the issues of improving the legislation regulating the activity of the libraries in the light of the development of digital technologies were raised, since today during data processing a borderland between the regulation of information relations and relations in the field of private law has become blurred. A specialist of the Presidential Library Denis Saveliev, in particular, mentioned that a use of electronic documents in current social relations as one of the major means of communicating information and the works requires the consolidation of a general terminology and concepts in information law and in norms relating to intellectual rights and to the library business.

The scientific session “Electronic resources of the libraries in the legal environment of Russia: the issues of rulemaking and enforcement of the right” was the first event of the legal forum, which is taking place in the Presidential Library these days. On April 14, 2017, the “Law and information: the issues of theory and practice” VII International Scientific and Practical Conference will be held, where the issues of systematization of legislation on information, information technologies and information protection and legislation on librarianship will be considered. Also on April 14, a round table entitled “The legal culture of Moscow Russia (XV-XVII centuries): on the occasion of the 520th anniversary of the first All-Russian Code of Justice” will take place, and a multimedia exhibition dedicated to the Pskov Judical Charter will open.
