Development of the judicial translation system in Russia, taking into account international experience, was discussed at the Presidential Library

The Presidential Library hosted a discussion session "The Institute of Judicial (Attorney) Translation: Using International Experience" in the framework of the VII St. Petersburg International Legal Forum. The event was held by the library in conjunction with the Main Research Computing Center of the Presidential Administration of the Russian Federation and the Union of Russian Translators at two venues - in St. Petersburg and Moscow in the video-conferencing mode.

As noted, the issue of judicial translation is extremely important for the full functioning of the judicial system.

"The problem of accurate translation as a kind of interlingual and intercultural communication of the conflicting parties, in fact, it has been in the center of attention since the birth of the system of law", - said Evgeny Maslovsky, President of the Union of Translators of Russia, according to the system of video-conferencing mode from Moscow. - Anyway, it was brought into the system by specialists from Western European countries.  

According to the President of the Association of Scientific and Technical Translators of St. Petersburg Rudolf Georgkyan, for a long time already abroad there are laws - curricula and common law courses in their field for philologists seeking to apply their knowledge in the field of legal proceedings. They are sure that their hard work will be adequately paid.

All participants of the session in the Presidential Library advocated that, with the participation of the judicial community of Russia was developed a law that comprehensively regulates the status, rights and duties of judicial interpreters.

One of the most active developers of the provisions of the future law, a member of the board of the Union of Translators of Russia Pavel Bruk suggested to the audience his vision of the problem:

"The task is to create a judicial translation institution for Russia, taking into account the size of its territory, a large number of national languages, uneven socio-economic development of regions, features of legislation, traditions. Therefore, several important considerations are relevant: a court interpreter must take an oath in court; A unified Russian register of judicial translators should be attributed to the jurisdiction of the Ministry of Justice of the Russian Federation; Training and professional development, an overall assessment of the professionalism of forensic translators should be attributed to the competence of the regional translation community (for example, the Union of Translators of Russia) and regional courts".

The requirements for a court translator in preparing the draft law of the Russian Federation on judicial translation Paul Semenovich suggests to outline only one basic principle: "A forensic translator must have appropriate professional qualifications and positive personal qualities".

The judicial translator is a necessary and important for the process of clarifying the truth specialist, like an advocate and a judge.

The Presidential Library pays close attention to the development of translation activities. On the territory of the institution there were such important events as the round table "The role of modern information technologies in improving the quality of translation and the development of effective communications" in 2016, the conference "Formation of the institution of judicial transfer in Russia: problems and prospects" in April 2017. Also, the Presidential Library is a regular participant of the events of the St. Petersburg International Legal Forum.
