The V International Arctic Legal Forum in Petersburg

In St. Petersburg, in the building of the Mariinsky Palace, the governor of the Yamal-Nenets Autonomous District Dmitry Kobylkin today, November 30, 2017, opened the V International Arctic Legal Forum.

The theme of the large-scale event is "Conservation and sustainable development of the Arctic: legal aspects". The forum involves representatives of the Government of the Russian Federation, the State Duma and the Federation Council of the Federal Assembly of the Russian Federation, the authorities of Yamal and Yugra, Karelia and Yakutia, St. Petersburg, Moscow, the Komi Republic, the Arkhangelsk, Leningrad, Murmansk, Novosibirsk and Tyumen regions, transport companies, the scientific community, public associations, the media and various organizations of foreign countries (China, Norway, Canada, USA, etc.).

Welcoming the participants of the event, the Governor of Yamal-Nenets Autonomous District Dmitry Kobylkin noted that the forum started its work for the fifth time, and the circle of participants, regions and countries it is becoming wider. "This confirms that the forum has become an authoritative platform for resolving legal issues in the Arctic", - the governor of Yamal said.

The Chairman of the Legislative Assembly of St. Petersburg Vyacheslav Makarov sent his greetings to the participants of the forum, in which he noted: "The declared topic is key to the national security of Russia".

The list of topics for discussion at the plenary session "Global Trends in the Arctic Space" confirms this. Today, in particular, the principles of legal regulation of nature use and environmental protection in the Arctic region, the subject of taking into account the interests of the indigenous population in the development of the Arctic territories, the legal issues of development of the Arctic shelf deposits and information security of the northern territories will be considered.

Let us note a symbolic fact: the participants of the forum today met a photo exhibition illustrating the practical affairs of the Yamal people in the purification of the Arctic territories. 14 photos taken by the participants of the interregional public organization "Green Arctic" (YNAO), show three stages of cleaning the White Island in the Kara Sea, sacred place to the Nenets: before the general cleaning on the island, during the action and the result. Volunteers, among whom were the guys from the "Green Arctic", made the island really white.

Over five years of the Yamal environmental action, more than 52 hectares of land have been cleared on White Island, and 1,200 tons of garbage have been collected. The enterprises of the fuel and energy complex took an active part in cleaning the northernmost point of Yamal. The project of ecological cleaning of the island territory of the Arctic zone in Yamal-Nenets Autonomous Okrug was initiated by the Governor of Yamal Dmitry Kobylkin and is supported by volunteer movements and subsoil users. The coordinator of the project is the interregional public ecosociological organization "Green Arctic".

At the forum it was decided that the exhibition from the White Island will then be represented in the Presidential Library, with which Yamal develops partnership relations within the framework of the cooperation agreement.

Let us recall, the organizers of the international forum are the Government of YaNAO and the Institute of Legislation and Comparative Law under the Government of the Russian Federation. More than 200 experts from various industries and employment sectors attended the Forum.
