The monument was erected in Veliky Novgorod by the decree of Emperor Alexander II on September 8, 1862 in honor of the millennium of the history of the Russian statehood, which counts from the time of calling the Varangians to Novgorod. The monument is a ball-house on a bell-shaped pedestal, on which 11 sculptural groups of 128 figures of historical figures of the 9th-19th centuries are located. Sculptural images are divided into three levels. The upper tier consists of two figures - an angel with a cross in his hand and a kneeling woman embodying the Orthodox Church and Russia. The middle part of the monument is occupied by six sculptural groups around the globe-symbol, symbolizing different periods of the history of the Russian state - the calling of the Varangians to Rus, the baptism of Rus, the beginning of liberation from the Tatar-Mongol yoke (the Kulikovo battle), the foundation of the autocratic Russian kingdom, the beginning of the Romanov dynasty, the formation of the Russian empire. In the lower part of the monument there is a frieze consisting of 4 high relief compositions: statesmen, military people and heroes, enlighteners, writers and artists. Strongly damaged during the Great Patriotic War, the monument was a bare pedestal with the lower part of the ball-power.
