It was built in 1802-1808. on the Dnieper slopes by the architect A. Melensky in honor of the return of Kiev Magdeburg law, confirmed by the letter of Alexander I. The monument was built on funds collected by the people of Kiev, and had a double meaning, as evidenced by the inscriptions: "The zeal of Kiev citizenship for affirming the rights of the ancient times sowing the capital by the All-Russian Emperor Alexander I." 1802, September 15 days, "" St. Vladimir the Illuminator of Russia. " After the construction of the monument to the prince on the Vladimir hill, the column was called "The Lower Monument of St. Vladimir." The monument has survived. One of its modern names is a monument to the Magdeburg Law.
