The national problem and the policy of "indigenization"

The publication provides a brief overview of the activities of the People's Commissariat for Nationalities from 1917 to 1923, along with statistical information about the size, national composition, and number of people in the autonomous republics and regions of the Russian Soviet Federative Socialist Republic (RSFSR), as well as their economic and cultural conditions. Special focus is given to the various departments of the commissariat and their scientific institutions.

The publication includes materials by S. M. Dimanstein, "USSR - Fraternal Union of Nationalities" (pages 3-11, scans 9-17), and N. V. Krylenko, "Structure of the USSR" (pages 13-23, scans 19-29). These allow readers to know the reasons behind the unification of the former territories of the Russian Empire into a single state - the USSR - and the national policies of the Bolsheviks, as well as the basic principles of the USSR's structure and its highest and central authorities.
